The Billing Specialist will support TCS Communications’ Program Operations and Finance teams, ensuring accurate billing and documentation for telecom construction and project-based work. This role is responsible for compiling field documentation required to complete customer work orders in internal and external systems, preparing invoice close-out packages, and executing timely and accurate billing processes. The Billing Specialist will coordinate with project managers, operations teams, and accounting staff to verify billing data, issue invoices, and assist with accounts receivable reconciliation. This position is essential in supporting the company’s mission of connecting communities through broadband infrastructure while upholding TCS’s commitment to integrity, innovation, customer focus, and operational excellence.
What you’ll do

Prepare, review, and issue customer invoices for telecom construction and engineering services according to contract terms, billing schedules, and company policies.

Compile and verify all field documentation required to complete customer work orders in internal and external systems; prepare invoice close-out packages per company and customer standards.

Coordinate with Project Management, Engineering, Construction, and internal support teams to confirm accurate billing data, including milestones, labor hours, materials, deliverables, subcontractor invoices, and approved change orders.

Review and validate subcontractor invoices to ensure accurate production and billing alignment.

Monitor accounts receivable aging and collaborate with AR and collections teams to ensure timely payment, escalations, and resolution of past-due accounts.

Investigate and resolve billing discrepancies and disputed invoices by partnering with internal stakeholders and customers.

Produce monthly billing and revenue reports, including billed vs. planned performance, deferred revenue, billing backlog, accruals, and forecast variance analysis.

Track weekly accruals and submit timely updates to support accurate reporting.

Work with Finance, Operations, Billing, and Contracts to set up projects in the accounting system and maintain accurate customer, contract, and billing data.

Maintain organized program files (electronic and physical) and ensure documentation accuracy and audit readiness.

Complete project close-out activities and ensure all revenue and costs are properly captured.

Assist with internal and external audits, providing billing documentation, variance explanations, and audit support.

Support continuous improvement initiatives and billing automation efforts to enhance accuracy, workflow efficiency, and cycle times.

Assist in month-end reconciliation activities and support forecast-to-actual analysis.

Conduct design review and contract unit estimate take-offs as required.

Proactively identify and address potential billing or documentation issues before they impact project or financial performance.

Stay current on telecom and construction billing standards (percentage-of-completion, retainage, change orders, etc.) to ensure compliance and best practices.

What you’ll need

Must be 18 years of age or older

Ability to pass pre-employment screenings

Bachelor’s degree in Accounting, Finance, Business, Construction, or related field, or equivalent combination of education and experience

2+ years of billing, accounting, project support, or administrative experience in the construction, utilities, telecom, or related industry

Proficient in Google Workspace (Docs, Sheets, Slides, Looker Studio)

Strong written and verbal communication skills

Highly self-motivated, organized, and detail-oriented with the ability to manage multiple priorities and deadlines

Strong analytical and problem-solving skills, with the ability to interpret data and support decision-making
