TelCom is currently seeking a driven and experienced Project Management (PMO) Manager to join our Preconstruction group.
In this role, you will be responsible for the full completion of projects and programs, overseeing all aspects of the project lifecycle within a turn-key environment. You will rely heavily on your extensive industry experience and expert judgment to plan, organize, and execute a variety of complex projects. Successful experience leading large, complex turn-key programs is essential for this role.

What you’ll do
-
End-to-End Program Ownership: Manage and oversee all phases of the project lifecycle from intake to completion in a turn-key environment.

Job Intake & Initial Review: Direct the new job intake process and conduct thorough desktop reviews to assess scope and feasibility.

Documentation & Scope Management: Prepare, review, and process work order change forms accurately.

Risk & Permitting Oversight: Proactively identify potential roadblocks, evaluate permitting requirements, and secure necessary approvals to keep projects moving forward.

Execution & Dispatch: Efficiently issue out jobs to field teams and contractors.

Progress Tracking & Communication: Maintain continuous communication with field supervisors to gather updates, track construction progress, and ensure deadlines and standards are met.
What you’ll need
Education & Experience:
-
Bachelor’s Degree in an industry-related field, or an equivalent combination of education and working experience (Postgraduate degree preferred).
-
4–7 years of experience in delivering OSP (Outside Plant) Telecommunications services or utility-related industry experience.

4–7 years of experience directly managing a team of direct reports.
-
PMP or PgMP Certification preferred.
Technical & Professional Skills:
-
Applied knowledge of the project lifecycle as defined by PMI, including project management methodologies and financial principles/practices.

Mastery of scheduling methodology, Critical Path Methodology (CPM), and Earned Value Management (EVM).

Proficient in technical writing, organizational systems, and standard business software, including Google Applications (Mail, Sheets, Docs), Bluebeam Power PDF, and Smartsheet.
Leadership & Soft Skills:

Excellent written and verbal communication skills across all organizational levels (upstream, downstream, and external stakeholders).

Proven track record of leading cross-functional teams in a consensus-building, collaborative environment.

Strong negotiation, critical thinking, and problem-solving abilities.

Self-motivated and driven, with the ability to work independently with minimal guidance.
Work Environment & Physical Demands

Position Type: Office/Computer-based environment with standard noise levels (computers, phones, printers).
