What you’ll do
Contract interpretation; including read and understand requirements and specifications and
complete knowledge of contract’s pricing
2) In conjunction with Executive Management, analyze and review project bids and contract
documents to ensure maximum profitability
3) Obtain, organize and provide all requested data to prepare reports and assist in business analysis
4) Request and prepare quotes from subcontractors to leverage outside resources while maintaining profit
margins
5) Monitor project documents to ensure compliance with budget expectations
6) Monitor and ensure compliance of subcontract agreements
7) Review subcontractor billing for accuracy
8) Review and evaluate RFPs and prepare proposals as requested by potential clients
9) Review and process project change orders pursuant to contract terms and conditions
10) Assist in inventory management to ensure company resources are utilized in the most cost effective manner
11) Advise and assist field personnel with contract issues and contract specification questions
12) Assist Supervisors and Foreman with project closeout documents and invoicing
13) Assist and advise Executive Management with the preparation of written client communications
14) Complete employee performance process, including providing positive and negative feedback and
accurately documenting this information

Education, Training, and/or Experience
A minimum of 4 years utilities contract experience required. Prior management experience
required. A bachelor’s degree in business management preferred.
Language Skills
Ability to read, understand and interpret contracts. Ability to write contracts. Ability to read,
understand and interpret telecommunication construction sheets, maps and plant records.
Ability to read and comprehend instructions, business documents, correspondence, and
memos. Ability to write complex business correspondence. Ability to effectively present
information in one-on-one and small group situations to customers, clients, and other
employees of the organization.
Mathematical Skills
Ability to compute rate, ratio, and percentages. Ability to work with mathematical concepts
such as probability and statistical inference.
Reasoning Ability
Ability to understand utility construction concepts as it relates to telecommunications design
criteria, contract requirements and engineering specifications. Ability to understand RUS
OSP construction standards and unit definitions. Ability to solve practical problems and deal
with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions in written, verbal, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of internet software,
project management software, spreadsheet and word processing software.
